The back wall of space is actually the 2hr rated wall of the stairwell.
No plumbing or electrical can be installed within that wall, there needs to be a fur wall outside of the rated wall to run these installations into.
Contractor cano gain a fire protection engineer assessment of how to fix this wall rating, this assessment must be provided to the city for record retention.
Inspection of this wall is required prior to closing up wall.

Viewed stair shaft wall in the space remodel.
Corrections:
1) cut out gypsum at plumbing penetrations of wall and correct the annular space around the penetrations.
2) install intumescent fire stop pads in electrical boxes.
Provide pictures of item number 1 to inspector. Call for inspection of fire stops of all penetrations in this wall section and have intumescent pads in the electrical boxes as well for the inspection.
