All electrical equipment, machines or apparatus are required to be National Recognized Testing Laboratory certified/listed/labeled- NRTL certified

All electrical equipment, machines or apparatus are required to be National Recognized Testing Laboratory certified/listed/labeled- NRTL certified.
The equipment structure lacks any nameplate and has no nationally recognized label or nomenclature.
There are multiple issues:
There is premise wiring within and on the structure- factory wiring for lights, receptacle outlets, panelboards - this wiring is complete and totally installed-
as such such work is subject to either: field inspection per NEC requirements-
such work would require a separate electrical permit/ have the electrical contractor disassemble any completed installations/review & correct if necessary & call for electrical inspection.
Or such work is subject to independent 3rd party evaluations by P.E. per MN Electrical Act rules.
The electrical equipment/ electrical apparatus/ industrial control panels - wiring ( regardless of voltage ) and industrial machines contained within or on the structure are not NRTL labeled.
There is a Industrial Control Panel - installed in this structure with a U.L. listing label- photos of labeling were provided by inspector to UL Senior Regulatory Engineer-
The Engineer response is that UL does not recognize the labels as being their "mark"- that such labeling is not certified by the testing lab.
As such- until such time as can be determined otherwise- such equipment is considered as unlisted/unlabeled.
Such equipment requires independent 3rd party PE evaluation.
